FMIC Women’s Wing Foundation Stone Ceremony (Kabul, Afghanistan)

There is one more dimension of our future vision that deserves to be mentioned before we conclude. I refer to an exciting plan to create, on the land adjacent to this site, a great new Kabul International Medical Centre — a Centre of Excellence for providing tertiary care services and medical education of the highest quality. This new complex will be an intellectual and service hub for an integrated health delivery system serving the entire Central Asian region.

The region includes the neighbouring countries of Tajikistan, Kyrgyzstan, Northern Pakistan, Kazakhstan and even Western China, where the Integrated Health System would impact over 100 million people. The success of this regional initiative, in my view, is predicated on public-private partnerships that sustain the institutions through best practice. Indeed the relationship we have established with this hospital and those in Bamyan and Faizabad are models of such partnerships.

Restored Polana Serena Hotel Opening Ceremony (Maputo, Mozambique)

There is one other larger context I would like to mention today — the story of the Serena Hotel Group as a whole. Stretching back now over nearly four decades the Serena Group has contributed significantly to the economic progress of the places where it operates. And we intend that this same thing will happen in this country.

To begin with, attracting visitors to this country — business leaders and leisure travellers alike, one-time visitors and repeat customers — will itself produce foreign exchange at the time of such visits as well as later foreign investment, often as a result of those stays. And in both cases, there will be important multiplier effects for other enterprises, as well as for government revenues.

As the Serena Group has learned in so many other places, world-class travel facilities can be crucial components of what we call “an enabling environment” — a setting in which additional development initiatives can take root and thrive.

So the risk of failure [of democracy] is that these parts of the world will remain fragile, ill-governed, with weak economies. Internal stresses will become external stresses. They will start gaining a global dimension. … [R]isk management in foreign affairs seems to me to be one of the really necessary attitudes towards global affairs today…. An important thing is looking forward across time, rather than being in a reactive mode. The reactive mode is a tremendous liability. Being in an anticipatory mode changes the whole nature of things, and the longer you have to change things, the better chance you have of making it work….

[We're also] worried about another form of poverty, which is lack of access. We’re beginning to sense the lack of access in society for the ultra-poor is one of the things that defines poverty from one generation to the next. People simply don’t have access to the social support systems that a normal individual would have. Aga Khan University and McMaster University ‘Memorandum of Understanding’ Signing Ceremony (Toronto, Canada)

I view this as an agreement of a much wider spectrum of importance and outcome than you might think, simply by talking about the profession of nursing. In the past years we have seen a number of countries in the developing world enter into the dimension of what I call failure of competent democratic government. A number of countries have run into difficulty; constitutional management, economic management, the management of pluralist societies. When governments are fragile, it is civil society which comes in and sustains the development process. Professional nursing, educating women, is an absolutely fundamental pillar to the building of society.

Does daily life carry the same importance as eternal life?

In Islam, they are the same thing. One cannot separate faith from the world. [Emphasis added.]

This is one of the greatest difficulties that the non-Muslim world has, because the Judaic Christian societies developed with that notion of separation. For the Muslims, that separation is not possible. We are expected to live our faith every day, in every hour. One of the difficulties that we are facing in the Muslim and non-Muslim worlds, is the articulation of the difference in values in a comprehensive form. However, this does not mean that we are in conflict. They are just different values.

I would like the non-Muslim societies to accept the values of Islam. If Islam says that we do not separate the world from faith, the Western world should accept that. I would go further and say: it is a wonderful way to live! It is an extraordinary blessing to be able to live our faith everyday! Making ethic the way in which you live your daily life, and not only in occasions such as death, a marriage or a birth.

Dhaka Jamatkhana Foundation Stone Ceremony (Dhaka, Bangladesh)

There will, of course, be facilities here for congregational gathering and for administrative functions. There will also be places for welcoming the larger community here at seminars, lectures, cultural and educational events and other programmes. But we also see the new Jamatkhana as a place which will make an important statement symbolising an important message. We see it as a place of peace and tranquillity, filled with a spirit of humility and prayer. It will not be a place for conceit or self-satisfaction, but rather a place for search and enlightenment. It will be a place where men and women in this pluralist country can help strengthen those common bonds which reflect our common challenges and which will shape our common destiny.

Technology is also transforming our economic lives. Economic value is no longer tied to how much land one controls or how many machines or factories one owns. Within our lifetimes, predominantly “Agricultural Societies” and “Industrial Societies” of the past have been joined, and sometimes supplanted, by what many call the “Knowledge Society,” propelled by the digital revolution, and focusing on the creation and management of information. In a Knowledge Society, the most productive investments we can make are investments in education. And education is another priority we share with the Bangladeshi people.

Over the past fourteen years of post-conflict history you have gone from negative growth rates in the range of eight percent a year, to positive growth rates in the same range! That is a remarkable accomplishment. [Y]our recent progress has been built on sound principles and, for that reason, Mozambique has become a valuable model for the whole of the developing world. Your growth record is one of the best in Africa, built neither on diamonds nor on oil as Prime Minister Diogo has put it, but on the development of human potential and the consolidation of the democratic processes. Mozambique has learned to set careful priorities — to establish clear markers for progress, and then, carefully, to measure its progress against those indicators.

One of the prime qualities which recommends Mozambique as a model is your reliance on professional expertise rather than ideological caveats. In that spirit, you have built a broad consensus among many stakeholders, public and private, from civil society, and from the international community. In pursuing your great goals, you have been inclusive, rather than exclusive. In an era when frustration often breeds cynicism concerning the possibility of progress, Mozambique can provide inspiration and encouragement to other post conflict societies.

The key ingredient in all of these efforts, within Mozambique and in its regional neighbourhood, is a spirit of genuine partnership — an understanding that we can do things together that we can never do separately.

The commitment to cooperate is not only essential among peoples of different ethnic or religious backgrounds, or different classes, or philosophies. We must also build stronger bridges of cooperation between different sectors of social and economic leadership. I am pleased, for example, to be hearing more and more these days about “public/private partnerships. As we learn to work across the public/private dividing line, we can do things together we could never do separately….

I am pleased to announce the Aga Khan University’s decision to build a major new campus in East Africa — and to locate that campus in Arusha…. It is the biggest expansion step for the Aga Khan University since it opened in Pakistan almost 25 years ago. This new campus will be built over a period of fifteen years with a total investment of some 450 million dollars. It will include a new Faculty of Arts and Sciences and several graduate professional schools. It will be committed to teaching and research of world-class standards.

Commemoration of the 25th Anniversary of the Madrasa Programme (Mombasa, Kenya)

From the seed that was planted here in the Coastal Region some 25 years ago — when Bi-Swafiya Said received her grant from the Aga Khan Foundation — the East African Madrasa Programme has grown to include 203 pre-schools, with nearly 800 teachers, reaching some 30,000 households and serving more than 54,000 children. This is truly an inspiring story.

It is also important to note some additional distinctions concerning this programme. One is the Programme’s pluralistic, inclusive approach — embracing Muslim and non-Muslim children alike — and helping all of them to learn important lessons about diversity. Indeed, it is good to see that parents of different faiths are represented on the School Management Committees. It is striking that modern neuro-sciences have demonstrated that long before the age of 6, children are aware of the different cultural backgrounds amongst each other in their classes. It is thus before that age that pluralism can be instilled as a life value.

New York Times Interview, G. Pascal Zachary, ‘Do Business and Islam Mix? Ask Him’ (New York, USA) ·· incomplete

[AKDFED's] main purpose “is to contribute to development,” [the Aga Khan] adds. “It is not a capitalist enterprise that aims at declaring dividends to its shareholders.” Central to his ethos is the notion that his investments can prompt other forms of economic growth within a country or region that results in greater employment and hope for the poor.

Economic developments experts say the Aga Khan’s activities offer a useful template for others — including philanthropists like Bill Gates and George Soros — who are trying to assist the world’s poorest by marrying business practices to social goals, but whose foundation work usually stops short of owning businesses outright in poor countries.

Paul Collier, an economist at Oxford University who specialises in the problems of poor countries, says he believes that aid agencies could benefit from operating more like venture capitalists — and more like the Aga Khan. “He gets a multiplier effect from his investments that’s really lacking in foreign aid,” Mr. Collier says. “I’m impressed with his way of accepting risk and thinking long term.” …

Mixing business and charity, while long at odds with mainstream capitalist practice, is growing in prominence, making the Aga Khan an unlikely innovator.

Preface to the book ‘Karakorum, Hidden Treasures in the Northern Areas of Pakistan’ by Stefano Bianca (Aiglemont)

The integrated character of this innovative cultural development endeavour [the restored Shigar fort] has been underpinned and complemented by the work of other institutions of the Aga Khan Development Network (AKDN), such as the Aga Khan Rural Support Programme (AKRSP), which has a long record of supporting rural communities in the Northern Areas. When the AKDN institutions first began working in northern Pakistan more than twenty years ago, it was one of the poorest areas on earth.

Since that time, nearly four thousand village-based organisations in such fields as women’s initiatives, water use and savings and credit have been established. The quality of life of 1.3 million people living in the rural environment — which in many ways was representative of the majority of the population of Asia and Africa — has been dramatically improved. Per capita income has increased by three hundred per cent, savings have soared, infant and maternal mortality rates have declined by more than eighty per cent, and there have been marked improvements in male and female education, overall life expectancy, primary health, housing and sanitation, and cultural awareness….

What has been achieved in the Northern Areas contains many lessons and can serve as a model for other mountain regions in Central Asia.

Philip Jodidio Interview (2nd) published in the book ‘Under the Eaves of Architecture’, ‘The Process of Change’ (London, United Kingdom)

The vast majority of buildings in the developing world are not “architectured” buildings in the sense of the Western profession. That does not mean that quality buildings do not happen. They happen through a whole series of different processes, and not just the architectural process. The inherited knowledge of builders is remarkable. There is a whole body of inherited knowledge in developing countries, and in the Islamic world in particular, which is not driven by Western definitions of architecture.

When the Award started, the question arose about whether we were talking about that small window of “architectured” buildings in this enormous environment or whether we were talking about the whole process of change of that environment? … Very early on there was consensus that the Aga Khan Award could not be just for “architectured” buildings, it had to be an award for quality buildings no matter what the process of their creation…. The Award was very definitely an initiative to recognise the processes of building quality….

I think that the Award must evolve. Institutions that do not evolve tend to get marginalised. There are needs ahead of us which must be addressed by the Award. The biggest concern I would have is to recognise the processes of change, and to be certain that the Award plays an appropriate role in working with those processes so that they are not exclusive of quality in design or environmental concerns.

The achievements of the AKDN would not be possible without the tireless contributions of the global community of Ismailis that I lead, residing in Central and Southern Asia, the Middle East, Africa, Europe and North America. Our volunteers and contributors also include many thousands of others from multiple cultures and faiths around the world. They are united with us in our mission to help build capacity and dignity for individuals, to enable them to take control of their own development.

These volunteers include those who contribute to the governance of the 200 entities of the AKDN in more than 30 countries, many others who support co-operatives, craft guilds, village organisations and women’s groups, and still others who work closely with the vast array of grassroots civil society organisations that form the bedrock of our activities.

Keynote Address to the Nobel Institute’s Seminar: ‘Democratic Development, Pluralism and Civil Society’ (Oslo, Norway)

Just as we read about the supposed clash of civilisations, we read about so-called “failed states.” In fact, at least in my definition of a state, it cannot fail. What we are observing in reality is the massive failure of democracy around the world.

I estimate that some 40% of the states of the United Nations are failed democracies. Depending upon the definitions applied, between 450 million and 900 million people currently live in countries under severe or moderate stress as a result of these failures. To me, therefore, a central question is why these democracies are failing and what can the world’s nations and international organisations do to sustain their competence and stability….

As long as the developed world hesitates to commit long term investment towards education for democracy, and instead laments the issue of so-called failed states, much of the developing world will continue to face bleak prospects for democracy.

Aga Khan Hospital Expansion, Second Phase Launch (Dar es Salaam, Tanzania)

Through linkages between the Schools of Medicine and Nursing of the Faculty of Health Sciences of the Aga Khan University, and the Aga Khan teaching hospital in Nairobi, we are building here in Dar-es Salaam a regional hub of quality medical and nursing services. This hospital will be part of what amounts to a regional teaching hospital network….

Post Graduate Medical Education programmes are already in place between here and the Aga Khan teaching hospital in Nairobi. The family medicine post graduate programme has been placed at this hospital, in part because of the important links to our five up-country community health clinics. Other post-graduate medical programmes will be established here in future. These programmes will be opened to physicians from our own and other hospitals to gain greater regional synergies. The hospital already has a partnership with the Muhimbili College of Health Sciences at the University of Dar es Salaam. Rotations for specialising physicians help them gain valuable clinical experience.
